16 Help: how to remove panel behind throttle

The throttle assembly on my 16 is screwed into the padded panel backing (which appears to be pressed board). The PO must have overtightened the screws to the point where they no longer hold fast. In fact, the throttle assembly moves around when I move the handle and three of the scrcews don't do anything. I jerry rigged using bolts/nuts and large diameter washers but I'd rather remove the padded panel and install a steel backing plate. I can't figure out how to remove the panel, though. Can any one help?

    TIA, John C

For what its worth. My 16 used screws that had a custom decorative cap to hide the screw heads after tightening down the panel. You may be able to cut your existing fabric exposing the panel and MAYBE screws underneath. You will obviously need to re-cover your panel. Send me your email and I can send you hi res pics if you want.
