as f'in said it was a mechanical when it left the factory. The reason I asked for the block casting numbers is most likely the block had given up the ghost or cracked from poor winterization over it's lifetime. the 289-302 basically stayed the same over it's entire lifetime but some things changed slightly. Depending on the vintage of the block and the style of the original HM front motor mount a replacement mechanical fuel pump could be an issue. My 68 has an 1987 HO block ( normally an electric fuel pump) and a 1968 289 front mount making a mechanical fuel pump that fits on the 1987 end of things not fit with the 1968 side of things. an electric fuel pump was rigged to accommodate my setup.
