Yup - it would have wanted re-jetting to run happy at that altitude. So if the previous owner set it up right for his lake, you're running lean now.
That also explains the smaller prop - high altitude/less power/smaller prop. 49 mph is definitely down from where you should be. I'd expect that setup to be around 60, but the guys here have already given you some good pointers on props.
