Engine appears to surge at 3,000 rpm ++

We're running a fresh rebuilt 351 windsor in our 66' triple hatch barrelback with a Volvo 250 drive. We have an Edelbrock 600 carb, Weiand Stealth intake, Aluminum exhaust logs, engine compartment mounted Holley electric fuel pump set at 6 psi and the 22 micron fuel water separator is just before the fuel pump.
When we get on plane and run up to 3,000 rpm, she runs strong but appears to surge slightly. This happens up to WOT @ 4800 RPM. Has anyone come across this or have any ideas to solve this problem?
    Thanks,
    Kurt

Maybe your 22 Micron filter is TOO Fine and Restricting fuel flow.
