With the boat off of the trailer and on blocks you'll have a more unobstructed view of the hull bottom . I'd look for any through hull on the bottom that isn't clearly a water pickup or transducer ....

My guess is that someone's screwed up .
A starter pinion striking the teeth of the flywheel will generate a spark . If you can see the flywheel then there's no ignition/spark protection .
Could it be gas and he's draining his tank ?

In your first pic the white of the bottom extends up past the chine . In your new finish the white ends at the chine.

And don't forget to corrosion proof your tank before installation. Epoxy , waterproof barrier coat whatever is the best that you can get your hands on . You will find a lot of discussion here on...
