If the the power tilt is pushing on the rod it won't lock up. Tilt must be all the way up. Or if the spring os bent.

In my mind, this is the major designing "weak link" in Volvo drives. The mechanism is mechanically complex and everything must be working perfectly for anything to work correctly. Also, all the subsystems are isolated from each other... Some are in the tilt motor area, some are in the shift linkage under the rear cover and some are located directly in front of the drive around the vertical pivot (steering bearings). There are a number of areas where there could be a problem.

Tilt -- in order to tilt the motor up, there is a rod that releases the reverse latch when the tilt motor is engaged. This mechanism might be binding so that the system thinks it's released all the time.

Reverse locking rod -- there is a rod that extends from the shift linkage under the top rear cover down to the latching mechanism. This rod might be out of adjustment or missing altogether.

Latch -- there is a latching mechanism under the upper housing, attached around the vertical pivot (steering bearings). This is held such that it can pivot up and down (as required by the reverse locking mechanism) by a couple of nuts and nipples. These, too, can bind. There is also a spring in this area that might be broken or weak.

Pawl -- this is the catch that engages and holds the trim rod when the boat is placed into reverse. It could be bent slightly or the face that engages the rod could be worn and rounded out. It could also be that when reverse is engaged, the pawl doesn't move to the extent of its range to engage the trim rod all the way.

Any or all of these bits and pieces could be contributing to the problem you're having witht he drive popping up when you put it in reverse...
