This was attached to the alternator on my Blue Motor

what is it ?

Regulator?

External solid state voltage regulator?
Or some sort of device to eliminate "noise".

If it's a regulator...yes. If it's a noise suppressor...yes, if you like a quiet stereo. Alternator whine is annoying.

It's two wire looks like from positive to ground. That would be a noise suppressor.

You can always leave it off and see what happens when you run it.

My judgment is once you lite off that blue motor you won’t be listening to the stereo. Thru hull exhaust is what I listen too once my motor starts…and I like it.
