Eaton 165 outdrive, how do i adjust the steering?

I have '65 Formula Jr with a Eaton 165 outdrive. It seems there's way to much play in the steering. Really hard to manouver at low speeds.
Is there anyone that can give some tips about what to do, or if there is a manuals or something that i can look at before taking this apart??
