Can anybody tell me if my 1990 Donzi GT250 with OMC 5.7 Cobra should have a low oil pressure warning buzzer?
If so should the buzzer sound when turning on the ignition without starting the engine?

They usually did, look behind the dash for the horn most had a small round one held by one screw, it powered up when you turned the key. You should be able to test it pretty easily, look by the oil pressure sender you should see another small unit T-ed in with a wire going to it. Take a small jumper wire with the key on short it to ground, if the horn blows the sender died if not the horn died.

the alarm will sound whenever there is ZERO oil pressure, as in > key on, engine off or key on, engine on if running oil pressure is an issue

the temp sender will only sound when > key on, engine on, and the temp limit trips the switch to sound the overheat alarm
