Twins seem like a lot of motor hanging off 21 ft of boat. Ive seen a 24' superboat with twins but not anything smaller. Wouldn't a single 275 motor be a better weight/hp tradeoff?

Back in the day there were a few of these 21' Velocity racing with twins and won.

I'd use a single 300X, unbelieveable torque, revs to 6,800. "HIGH LIFE"

Put a sling under the hull and first determine where the Center of Gravity is with that 200. Make sure the tank is full. That will be a key first step in determining how well twins might work.

Questions -
Have you weighed the hull rigged? I believe those were very heavy
Is the goal better acceleration or top end? Very different.
Do you have easy on water access to 93 Octane gas?
How wide exactly is that hull from L-to-R edge at the transom rub rail?

im giving motor to randy he thinks we can get 250 to265 hp out of it with some tweks for alot less than buying a new motor .the motor on boat is like new with less than 125 fresh water hrs
with some changes in setup they think i will gane about 15mph that will put:yes:: it close if not into low 70s and that will be fine

If it is an '86 that is a 2.4 chrome bore motor. A super clean one would fetch a nice buck and you could then replace it with something bigger and probably use most all the rigging if you go Merc. I'm not sure of the height of that Cig 21 transom, but I do know someone who has a 25" Mercury 300X which is a rare motor to find, never mind find in 25"
