I am just draining and filling the block from the thermostat housing. My question is about the exhaust. Should I leave the exhaust dry or fill it? My main concern is the gasket between the manifold and the riser, should this be wet, dry or does it matter?

dry wont hurt,,if you have a compressor you can remove the hose and blow air through it..

You did not state whether or not you had iron or aluminum, in the case of iron yes it should be kept wet even more so if it has had any salt water usage. Iron flakes off and will clog the passage if left to dry, aluminum is not near as bad. Look at it this way saving a buck and a little labor will shorten the life of the units and yes the riser gaskets do dry out which may cause leakage.
