A couple questions about the Gil muffler tips.

1. Do the muffler tips require drilling holes in the existing tips for set screws to be installed?

2. I currently have the external salisbury flappers on my straight cut tips. Can I use my salisbury flappers with these or will I need to install internal flappers?

They do not require any drilling of holes.
You slip them on over you 4" pipes and tighten the clamps.

They will not fit over a set of external flappers.
They fit tight to exhaust pipe.
Although, I am not sure why you'd need any flappers with the baffle system inside the silencer.
