Can anyone give the best option for installing cleats? It looks fairly easy but what should I use under the deck for support?

3/16 aluminum plate will work.

Actually, they come w/a backing plate that can be used as a templat to cut the hole.

Be careful some of the cheaper ones have spring steel springs.
Then after a couple of yrs the springs are rusted away.
I have two tips you may want look into, put the front ones arms length ahead of the windshield, makes it easy to handle lines from the helm or mate. Put the stern cleats forward just enough so bumpers/fenders do not slip around and leave the stern unprotected.
