What RPMs should I be able to turn?

I have a 1967 16 with a 302 and 270 outdrive with a nose cone. The prop is a Mach Magnum 21 and I believe the carb is a 650 Holley. The manifolds are the H/M for that year (I thinK). Yesterday top RPM was 4500 and I was wondering does this sound right?

We have a 1966 16 with the same size engine and we do about 5,000, with one of my props. My carb is smaller and I believe yours has too much CFM for the application.

I didn't have the engine built the PO did, so I don't know the specifics. I think is has a mild cam and is pretty much stock. I did notice that it seemed to be burning pretty rich, it smelled rich while idling.
