No they are marginal at best, you would have to go to an engine driven pump to increase flow.

The cheapest way, is to pull the transom plug. It will create a nice pocket of cool water around the outside of the engine and exhaust manifolds. If left open long enough, it will create a pocket of cool water around the fuel tank and fuel lines as well. This MAY increase horsepower. However, this may ALSO have adverse effects on the way your boat handles as well.

We accidentally figured out that trick when we borrowed my grand pa's boat for a boyscout function (20 years ago).:shocking:
