I have alot of play in the clevis pin connection. The drive will move about 3 inches from side to side and I've had no luck tightening this connection. Does anyone have any suggestions? I'm thinking about going with hydraulic steering get a really tight steering system. Is it overkill for a boat a top speed in the 60's?

There probably is not much you can do to tighten it up. It's probably the original splined style pivit pin. To fix my TRS I purchased a new gimbal ring kit which includes a square style pivit pin and a matching tiller arm. As you already know, the other option is to go external hydraulic.

I agree!! I don't think that you can go over kill with good steering!

Actually before going external steering you need to fix it, then the external keeps it from going bad again.

Yes, the Gimbal kit from Merc should return it to as good as original starting at the tiller arm. This will not correct anything that may be wrong with the cable, helm unit, ect.

Do I have to order the whole kit or can just the tiller arm be replaced?

Replace that splined gimbal and tiller arm with the new square one.I had a splined shaft that was not very loose strip out on me years ago at 60mph .The resulting very very very hard left turn almost killed me and my girlfriend.If we had been out in Lake Michigan at the time it would have killed us.

If the play is caused by the tiller arm union with the gimbal ring then there's no need to replace the gimbal when you convert to external, hydraulic steering.

OTOH, if there are other gimbal related wear issues then safety dictates replacing it.
