Can you undo the Phillips screw and nut and take out the baffle part? If so do you need to remove the outermost small diameter ring (with the smaller than 4" hole, more like 2") by removing the pop rivets or leave this piece in place?

What does it sound like?

I have a new set and was going to put them on interm while I am waiting for some others and I NEED to use the boat. (again)

To remove the baffle you have to cut it with a welding torch. I haven't heard one with it removed. I replaced mine with straight through slash tips.

It's not worth the time tring to cut them out a tourch will not cut stainless you need a plasma cutter. I have set of corsa slant tips with internal flappers if interested.
