Water and oil mixing

I wonder if someone could give me some technical advice? I bought a project Glastron 175 SX with VP 3.0, and it was hard to crank and the oil was mixed with water. I removed the cylinder head and number 1 and 2 cylinders had water in them. No visual cracks in the head, manifold or block. Any ideas where to start (besides a new engine)... Thanks

Pressure test the manifolds first. Cant really do much at home with the motor apart.

Yes, water pours right in to the exhaust manifold and fast. It must have frozen since it is not very old.. Thanks
