89' 21 Foot Ragazzi Water in Ski Hatch

I have an 89' 21 foot Ragazzi that seems to be accumulating water in the ski hatch area (center of boat), usually water would flow from the bow through this area and then back to the bilge and out. For some reason the drain hole must be clogged and I cannot seem to find the drain hole. Any ideas on where it is and what safe method I could use to roto-root it?

on my 19" regazza it is in the bottom of the ski locker dead center about an inch from the back. carpet kind of covers it up there is just a small cut out in the carpet. i would trim the carpet back and try a coat hanger or high pressure air or water to blast it out i guess mine runs under the tank to the bottom front of the engine area cant miss that hole no carpet hiding it.
