stern drive won't lower

Hi guys I just brought home an 86 z25 today. The drive in and out switch I assume means in the water and out of the water???? The trailer switch makes the pump run and the in makes the pump run. The out does nothing. The drive is all the way up. I don't want to damage anything by making it run in the wrong direction.

Sounds like either a bad switch or bad relay that is usually mounted near the trim pump.
