ok I have found the source of the handling issues on my 16
these issues were above and beyond the normal squirellyness of the 16 at high speeds with out trim or a shortened X.
the problem was too fold one was the bolt that attached the steering hemet to the drive leg it had some slight play in it resolved with a rubber bushing and the second was the nose cone had developed cracks in it's installation ( not reflected in the picture but the crack went all around the seam where the nose cone attached to the drive plus the area of where the old water pick cut out on the nose cone where filled in but the filler came loose so that was all filled and faired)
with a lot of Help from Kenny that has been addressed now also
before ( this is also the drive UPS beat the hell out of)

after, now the only problem is the guy i bought the drive from must have used johnrude white instead of volvo white so i have a new winter project
