throttle cable problem

I own a 2001 23zf with twin 150 Optimax's. have replaced both cables but am still having problems with one cable still to stiff to move throttle with ease. Any suggestions?

It is the same engine.

Add one more thing any tight bends in the cable will restrict its motion. Disconnect the cable at the engien and try it, that will get you headed in the right direction be it in the control/cable or engine.
