Stainless Steel Window frame - rear mount

How is everyone's window frame mounted to the deck? I'm talking about the aft end. Mine (1996) has a phillips head screw going throught the stainless steel frame and into the deck. Mine is loose, both sides. How can I make them tight? Is there a backing plate below the deck? Is it accessable?
