RPM Question

I have an '89 Ragazza 350 cobra. It was tuned up when I bought it last year. I got 4200 RPM wide open. Got it checked and minor tune up this year, different dealer, now I only get it up to 3800 RPM. Any ideas before I go back to him. Same SS prop no nicks. It was new last year.
