Well sort of, when a lower unit (usually clutch dog types) is shut off in gear many times it is near impossible to shift it into neutral. You either have to turn the prop or jump the starter back at the solenoid as you pull it into neutral using the shift converter, that last one will keep you dry! We have had many a road call that was fixed in about a minute.
