This ones' got me stumped. Trim/tilt works going up fine. Hit the down button and I have to have the engine turning about 3500+ rpm's to get it to work. However, if I short the relay it will go down fine at any rpm. Checked switch and it is ok. Cleaned connector by switch and heavy waterproof connector. Looks ok as well, even with ohm meter. Any suggestions? omc cobra is my outdrive.

Check ground first then.

An ohm meter's voltage function does not create a load. So if you are using the DC voltage scale, compare it to voltage at battery. If there is much of a voltage drop you have resistance in the circuit.

I would test the actuator wire with a test light or an ohm meter (only use the ohm scale with battery disconnected)

Disconnect the + actuator wire on the relay.
Feed battery voltage to it.
If relay works you are not getting full voltage to it.
If relay does not work replace it.
