(AP) - A federal monitor was named Thursday to oversee the city's police department after a two-year investigation into civilian shootings found problems with officers' use of force. The department reached two court-enforceable consent decrees with the Justice Department. Among other things, the police department must rewrite its policy on use of force — with an emphasis on "de-escalation" techniques — and stop detaining people without reasonable suspicion.
