Ok, Here goes,

1. While under way, 30 plus mph, my outdrive will not trim up at all.

2. If I start out with the trim already up…pick up speed, get on to plane, cruise...then bring the boat to a stop...the outdrive is now sitting in the down position.

The power trim fluid tank is full.

My trim indicator on the dash is not working or is very erratic at best. It constantly points to the trim up position, even if the outfrive is down.

The trim does indeed work while under no load ( pressure from the water).

Whats up??

You either have one of two problems:
1) The valve body (under the pump motor) is allowing fluid to leak back - this would be the high pressure valve.

2) The seals in both trim rams are worn and allowinf fluid to pass from the high pressure side of the ram to the low pressure.

As per a suggestion I reversed the two fluid lines going into the pump motor in the engine room.

No improvement

In gear under low power (less than 1000 rpm) the drive will come up. Over 1000 rpm the drive will not come up while under way.

This is a vexing problem.
(And that is the word of the week..."vexing")
Have you let someone stand on your drive while you trim up?
Have you checked the ground cable? Whenever my pump won't work, I usually find that the damn ground cable is not working correctly for one reason or another.
I am out of suggestions.
This is just too wierd for words.
