Boot Stripe Paint

O.K. Let's get this out in the open, I don't know anything about boat paint.

I have this really awful colored orange stripe running the length of my GT 21 below the waterline. I believe it's called the boot stripe (strap?). Anyway, it is chipped, and faded and needs paint. I would like to paint it black. Can I tape it off, sand it and paint over the orange? Suggestions regarding extent of sanding required, types of paint and applications are greatly appreciated.

Sand it all the way down to the gel coat and re gel coat, the best and most approiate way to do it, a little more extensive than paint but will last longer if done correctly and look better.
