When setting up the throttle cable on Volvos both nuts on the carb end of the cable go on the end off the cable not one on each side of the slide block. This is a very important step that adds alot of life to the cone, also makes shifting alot smoother. Put the throttle handle in the full trottle position, the with the air cleaner of so you can see the throttle plates bring the plates to full throttle now lock the nuts together on the tip end. When the handle is brought back to neutral you will see that the nuts on the end of the cable at the carb will have about 1/2 to 3/4 inch space. This allows the cone to engage proir to any throttle being applied. This applies to both outdrive and the cone shift onboard transmission. This can easily be found in the manual but is often overlooked!
